Can I plant a young oak under my aging fruitless mulberry?

The simple answer is yes, you can plant an oak under the canopy of the mulberry. I would still recommend planting it towards the edge of the drip line. This will make sure it's not completely shaded out and help keep it safer when the mulberry is finally removed. It probably would be a good idea to open the canopy slightly just above the new tree.
