My neighbors want trim a large cherry blossom tree down by a third this summer. Would this possibly kill it if done in hot weather?

This is the ideal time of year to prune cherry trees, however the dry conditions will induce stress so good irrigation is important before and after pruning works. Removing a third is however excessive and will result in dense, vigorous regrowth which will ultimately exacerbate the original issue and look unsightly. I would suggest a much smaller reduction.
